[Nolose-finance] Financial Controls

Hey folks,

Here is a draft of financial controls for cash management that I am recommending.  Know that this is really only the tip of the iceberg--we will need to adopt more controls as we go for sure.

Please let me know if you have any feedback about the processes I suggest here, or questions about scenarios that I might have left out.
